He is the one who released the 728 million fund to buy a fertilizer..??? huh.. that was a very very very big bucks of money.. !!! How come an ex government officials releases that money in one day! a big question for all filipino citizen..
But despite of all accusations to him, he played innocent. That's why all the senators came to ask him about thay money are suffering under high blood pressure.
